This actually looks like a hybrid Snow x Ross's Goose to me. The bird has a flattish head and a fairly large bill with what appears to be a "grin patch".

Also the edge of the base of the beak is somewhat curved, on Ross' goose it has to be a more straight vertical cut, as seen on this picture: http://www.netfugl.dk/pictures.php?id=showpicture&picture_id=37451
