When seeing only the rightside, larger image, the proportions seem a bit odd, with too bulky wings,somewhat small eyes relative to the head and bill, and the distinctly darker line along the jaws ; all raise suspicion.
When viewing the upper left image, however, the id. falls into place, as the tail-projection is too long for P. Apivorus. Correspondingly the primary-projection is shorter than on P.A.
You could say that the secondaries are longer in Crested giving reason for the observers to report:"had broad wings when it flew...."
