it used to be an annual winter visitor in Wadis around Eilat. I have seen it there in 1997 and 2000 - but they were not known when I visited Eilat in 1977 and 1978 (to my knowledge). it was in the early days of Eilat becoming a birding hotspot. No hotels in the area - only a Field School and the North beach was quite another place than the small patch left now.
Maybe Oz knows more uptodate information

This information is correct. On the last years Pallid Scops Owl classified as Fairly Rare and seen almost annually, mainly December to February on waddles around Eilat. Not an easy to spot but tens to stay in the same area so can be relocated.

Oz is correct, once thought to be an extremely rare visitor, we now know that Striated Scops is actually an uncommon winter visitor to remote Acacia wadis in the south. Although secretive, several dozen winter in southern Israel in some years.
