I agree with the ID, but I only want to have a remark that this bird have very unusual wing-formula. Very short (Common Kestrel like) P10. The moustache stripe could be visible in several 2cy males, very obvius on this bird.

IMO the lenght of p10 is no problem for LK. P10 is slightly shorter than p8, usually more or less equal in lengt Depending on varies angles (and of course moult & vear), the impression varies. Also note the lack of obvious notch on p9 in LK, present on Common.
