I go with JAN's juv. S. CHEELA due to
1. NON-striped tail (has a terminal cross-
bar + an upper bar, scarcely visible on
Your photo)!
2. ENTIRE area between bill and eye is
UNIFORMLY yellowish!
3. Front and top of head is PURE white
with darker spots twds the nape
(i.e. a bit like Ospreys...)
4. Wing coverts are HEAVILY mottled
and upper breast has dark SPOTS
- unlike Rufous-bellied kienerii.
