Looks like White Pelicans to me! Adult Pink-backs have black in front of eye, narrower fleshy area around the eye and duller/dirtier bill/face colouration overall.
No more comments to this picture? I am pretty convinced that the birds in the picture are white pelicans.
Here is a picture of both white pelicans (in front) and pink-backed pelicans (in the back):

Som påpeget af ROINE har Pink-backed ikke
et nøgent hudFELT OVER øjet (blot en rand),
og dens pandefjer går 'bredt' ned lige foran
øjet (har kun smalt hudparti) til overnæbbet.
Cf. PRAED & GRANT og STEVENSON on E.Afr. birds.
So White Pelicans.

According to P&G, Females have 'a larger crest'.
If still valid, the upper bird on the photo might
be 'Mrs. White'.
